Enabling commenting for pdf reader also disables the form in a page how do I fix it?

When a Reader Enabling Right is applied to a PDF, only those actions that conform to the Right are allowed. Rights add features when the PDF is displayed in Reader, but they also restrict everything else. This is how they are intended to work. But, you can apply multiple rights. For your form you need both Commenting and Form Rights You can do this by Enabling from the "Advanced > Extend features in Adobe Reader" menu item. It adds both the rights needed to fill and save a form, and commenting rights.
