Enabling only some of the usage rights

I have a lengthy form that I want end-users to be able to save mid process if necessary. However, I don't want them to be able to mark up or make comments. When I enable usage rights it doesn't give me the option for one or the other. Is there a way to get one without the other?

You'll need to set Password security first that only allows "Filling in Form Fields and signing existing signature fields". Then when you Reader-enable the document only the form fields/digital signatures will be Reader-enabled.
