In Acrobat 9 Pro; I can see Extend features in Adobe Reader' option from Advanced menu.
 
In Acrobat X standard , I don't find see Advanced menu item. How to extend features to Adobe Reader from Acrobat X Standard

Acrobat Standard (no matter which version) can not apply Extended Rights. You will need Acrobat Professional or LiveCycle Reader Extensions Server to do that.
