Initial view - a popular subject - still no anwer

In a Sept 2010 post, a forum member answered another member's post, asking how to set a document's initial view settings, with this: "Yes [it is possible] - whatever you choose on the Properties/Initial View tab will remain in force after you've saved the file."
 
Well, I've used this successfully several times, but now have some pdf forms I created that completely ignore my document settings. No matter what I do, either in Document Properties or the program preferences/page display, the document opens @ 228%.
 
I must be missing something, but after reviewing many other posts on this subject cannot find the problem. Any help would be appreciated.
