Is it a form or not?

I am a third party computer consultant. I have numerous customers who think all pdf files are forms (can be filled out with Adobe Reader). Every time they run into a pdf document that is NOT a fillable form (Government tax forms are a very common instance) they complain that there is something wrong with their software because they can't type in the document and fill it out. How can I tell if a pdf document IS or IS NOT a fillable form? (Other that just by trying to type in it). Is there anything about the document or in properties that would tell me? Then I could show them that they are NOT supposed to be able to fill out that form in the first place.

Acrobat & Reader 7 and later will display a special "bar" at the top of an editable/fillable form when open.In addition, you can set the preferences to "auto-hilite" fields, which will turn any actual fields blue for clearly identifying them.

With Acrobat Professional, you can use Acrobat's form tool bar or LiveCycle Designer to add form fields and other interactive features. Acrobat and LiveCycle Designer are different in how they make forms and the languages and syntax to create scripts. So it can be important to select the right program for creating your form.

How do I know which is the right software to use to make a form? Live Design or Adobe? I need to make a form where students can fill write on the lines and enter data.
