Line thickness issue MS-Publisher -> PDF

PDF gurus please help me.

I have designed a form in MS PUBLISHER. It has a lot of lines (underscores) where text fields are to be added in Acrobat Pro.The line thickness looks OK in the print preview of the PUBLISHER file. But whenever I print them to a PDF (Microsoft / PrimoPDF), and open in Acrobat reader 9.1, the lines appear in varying thickness (it is corrected on zooming in though).
Some one suggested me to lower the printing res. Tried it. The problem seemed to be corrected when I opened it with Foxit Reader. But our office uses Acrobat reader and it doesn't seem to work in it. Some lines still appear thick !!!!!

I know this problem is a solvable one.

So, please help.

Ok one more thing.

Is there any setting I can use in Acrobat Pro so that every time anyone opens the file (on another computer) they don't have to uncheck the "Enhance thin lines". So that lines are thin by default.
