I have an online Live cycle form that I want the user to fill out and then submit online back to my web server. Is there a way I can write a php or coldfusion script to upload the file from within livecycle using an http submit button? I also need the file to be renamed using the last name field on the form. Is this possible?

Using ASP.net along with FDFToolkit.net, you can parse and save the PDF form submission to any file name, including a field value.
