making changes to a PDF form

I have a lot of forms and I need to know how to go in to a PDF form and make a change to it. I created it in the first place and it isn't locked so why can't I make a change to it without it becoming a comment ?

There are lots of "Text" type tools. Make sure you are using the "Text Touchup Tool" on the "Advanced Editing" tool bar and not the "Text Box" tool (which is a comment tool).
