Moving text (label for a text field) within a touch up object.

I am new to Adobe Acrobat Professional and finding it difficult to simply change the position of labels on an existing form.
When I highlight a text or label and then click on Touch up object tool I get a box around some labels when try to change the position of these lables it won't allow me.
Please help.

What you really should do is make any changes you want to the source document and create a new PDF. You can then replace the old pages with the new, and any form fields, links, bookmarks, code, etc. will be retained. In Acrobat 9 you replaces pages by selecting: Document > Replace Pages. It's probably similar with Acrobat 8.

Thanks George_Johnson, that explains why couldn't make changes.
Unfortunately, I don't have the source document for the pdf I am trying to edit, it is HMRC pdf. Can I create a source document from the pdf file? If not I just have to leave this alone and look at a workaround. Thanks again.
