Can anyone advise on how to replicate the navigation feature of this PDF I have uploaded to Acrobat.com

It the navigation under the "Contents" button I am interested in. When you click the button it presents a menu list (which looks OS generated) that you can choose from to navigate to.

I haven't seen anything like this in Links or bookmarks.

Yes should be available to anyone with the link. Anyhow the feature can also be seen on these PDFs

Ah, that is Bob Connolly's work. He does really nice stuff doesn't he?

So "Index" on that page is a button with some JavaScript for a popup menu. Here's a link to a tutorial from the Learning Center here on creating popup menus, and there is a download included with popup menu code on buttons you can examine.
