The form has a list of rows. A user enters all current information in and prints the form. When a user receives additional information, he/she can put this information into the next row. But than, he/she wants to be able to print just that row on previously printed paper. Is there a way to just print form fields only?

Sure,
from print window,
select -> Comments and Forms -> Form filelds only

The above solution will only work with Acrobat not Reader. For a form fields only solution that works in Acrobat and Reader is to create the form content as a non-printable watermark and adding printable form fields.
