saving changes in Reader 4.0

I have created a form in Acrobat Professional 8 and want to email to users with Acrobat Reader, have them fill out the form and email it back.
 
I have Enabled Usage Rights for Reader. Later version of Reader can save changes, but Reader 4.0 still cannot save changes. I have seen a PDF filled in and saved with that same version, so I know it is possible. Do I need additional licensing rights to do this?

Acrobat 8 enabling is not compatible with Acrobat 5 and earlier.

What application do I need in order to create a form PDF that can be saved in Reader 4.0?

I know it is possible, because I received a file by email that could be saved in Reader 4.0.
