Scroll Long Text doesn't hold

I don't want the Scroll Long Text feature in any form field, period! I deselect the checkbox in Properties \ Options, but if I go right back into Properties after closing, it is selected again. I have several pages of forms that are doing this.

How can I kill that option once and for all? Is their a global default setting for this?

I forgot to mention that I use Acrobat 7.0.0 on Win XP.
