I need to set up a drop dow list with 3 names, when you click it the name will show to anothe botton with a person email to be send

You need some JavaScript to accomplish this. In the article link below, ignore the LiveCycle info and scroll down to "Part 1- List Events, populating and clearing a list" and check out the sample files. Your value's would change to email addresses and you would need to trigger a mailto: event. This should get you started.
