How do I send a form to HR for testing?

I'm trying to send a form for HR so that when they test it, the form is emailed to HR. I don't want to distribute the form for actual use yet.

Do I distribute the form to HR or do I attach the PDF to an email that I send to HR?

You could do either, depends on what you are testing. I'd suggest setting up the form just as if you were going to really distribute it, but only send it to HR.
