Setting Tab order not working

I've created my pdf in Acrobat Pro 8.1 and I'm trying to manually set a specific tab order. My page properties are set to undefined. Whether I right-click a field or follow Forms >> Edit Fields >> Set Tab Order and select no to manually select my first position field nothing happens. Instead, some other fields change their sequence and the field I select to be first remains in its order of creation. Am I missing something here? I tried Shift and click, Atl and click, and Ctrl and click. This field will not change to the first position. I even went as far as to make sure all fields in the document were unlocked, which I don't think matters, right? Can I get some help on such a silly but frustrating issue?
