How could I go about creating a pie chart that someone in acrobat reader would be able to change the percentages and have the chart change? Preferably something that would work offline.

You'll need to use Flash or Flash Builder, and Actionscript to do that. I've seen demos of this functionality, but only by Adobe employees and it did not seem ready for prime time yet.
