Using forms in PDF placed as background

Hello!
There is a problem: I need to combine two PDF documents (first - main multi-pages PDF and second - decorative frame with forms) into one and save possibility to change form fields.
I find only way is place second PDF (frame with forms) as background. Looks great but forms fields not working... :/
May I did something wrong, or this way is wrong and there is other one?

Try adding your second decorative PDF as a layer. In the Layer Navigation Pane select Import as Layer from the pulldown.

But this is not a solution: form fields after making this become not working.
I find one way - open "decorative" PDF and place one page of "main" document as background. All working fine, but if "main" document have 100 pages, I 'll need repeat this procedure 100 times manually, save 100 documents separately and after this merge 100 PDF files into one document. This cost so much time...

You're doing it the other way around... First combine all the files and then apply the background.
You can set the Page Range Options to apply the background to all pages in a single go.
