Why can't my saved pdf save, be signed, or email in Reader?

Big headache. I've spent more than 20 hours on a very extensive Acrobat form. When I first tried to add security policies to the document, it did everything right except it also prevented my javascript that emailed the form AND digital signatures weren't allowed. Even though I set up the policy to allow form fields fill in and existing digital signatures. The form behaves, executes, and signs fine with Acrobat. But, not reader....

Please help...!!!!!

This is one of the best forums I've ever seen. Every time I've needed help, someone has either had the answer or has pointed me in the right direction.
