Can pdf templates be edited

What I need to find out is - is there a way to create a multi page template in Live Cycle or Acrobat Forms that can contain a first page graphical header (first page only) and then a last page graphic image footer.

Also that can be edited. I want to cut and paste text content from a word document and paste directly into the template (I would like it to retain it's formatting but I understand that it may also require some manual formatting on my part).

Is this something that is possible.

For example: a news release or businees news announcement. They require cetain formating--- but I want to to include a graphic header and footer. The content may flow over more than one page.

Can some one give me some feed back?

I would include my header/footer in the original Word document where you can edit all you want before converting to PDF. That would be the easiest way to handle the task.

There are a number of ways you could handle adding a header/footer in Acrobat. You can use the Document > Header/Footer > Add command. You could create Page Templates and use a JavaScript to spawn a page from a template.
However, if you need to edit the header/footer, I would recommend setting them up in your authoring program and convert to PDF along with the copied Word content.
