My department is getting ready to purchase LiveCycle Server. Is it a mistake to start developing new forms for a project using LiveCycle Designer that will be later intended for use with data that will be saved to LiveCycle server? Will there be a new application for developing LiveCycle forms once we get the server?

No, it is not a mistake to start developing forms using LiveCycle Designer. That is the application you will use to generate all forms when you get LiveCycle Server :)
