Document security settings prohibit the operation being performed

The form is designed in LiveCycle 8.
A user fills it out and sends it to me.
I use the "Distribute forms" function to send it to a user with Reader 8 and create a data set.
The user with Reader 8 signs the form but can't send it back to me because the Submit Form button doesn't always work (there are other posts about this).
The user sends it back to me as an ordinary email attachment.
I save the form and add it to the data set using the "Compile Returned Forms" option. Only this time it hasn't worked and given me the following error message:

"The document's security settings prohibit the operation being performed"

I have tried doing a "Save a copy" to strip the Read Usage Rights out - same problem.

The security properties tab says:

Security Method: No Security

Document Restrictions Summary

Changing the Document: Not Allowed
Document Assemby: Not Allowed
Page Extraction: Not Allowed
Creation of Template Pages: Not Allowed

Everything else in the list is allowed.

Please help.

I'm a relative newby with this, but when I ran into what appears to be the same problem you have, it turned out that the issue was with the security restrictions applied to the client's logo. The client was unwilling to let me use the logo without the security restriction (govt agency), so we opted to not use the logo but added wording that accomplished the same effect as the logo (i.e. this study is performed under the auspices of ....).

Thanks but that's not the problem. The form I've designed is for internal use only. The only thing recipient's do with it is sign it and occassionally add some comments. This particular form that's behaving badly is exactly the same as all the others. And I've just tried it again and it still doesn't work.
