In livecycle templates such as the invoice form the state and fed tax fields do not function, is this on purpose? How can I activate the fields?

Any help is appreciated as the help section is LC has not worked.

I believe that what I need is a proper FormCalc script to take the sub total and add a percentage to it
LC help section says to add (total * federalTaxPercent / 100) to the FormCalc calculation which I did but now instead of calculating 5% it shows 5.00 in the grand total box. What needs to be done to correct this?
