Image field not responding as it should

I have an image field in a form. The sizing in the Object Field tab is set to to resize proportionately.
It does not.
I have tried changing the option and resaving the file. Even tried to create a new form with just an image field. No matter what I set the sizing to the only result I get is equal to that of scale to fit rectangle.

Any ideas?

Did you embed the image data (Check the box right underneath the option you are playing with)?

Yes and No.

yes because I originally had I an image with intructions for the user.
no because that option refers to an image that I put in as the creator not the image an end user puts in.

either way, the result is the same, the resize proportionately nor use entire image, does not work.
