Import Excel values into drop-down

I have 400+ values in an Excel sheet and their corresponding "values" in the adjacent column. Is there some way that I get these into my LiveCycle Designer dynamic PDF form without having to enter each item and its value individually?
 
I know that the newer LiveCycle Designer ES2 allows for when copying and pasting Excel fields and values into a drop-down menu, but I'm still waiting for approval to fund my software upgrade so in the meantime I'm stuck with ES.
 
My goal is to have the user select an item from the "District" drop-down and then have the corresponding district code populate the "DistrictCode" text field (read-only).

Our IT folks installed LiveCycle ES2 on my machine the other day and I was able to copy and paste the values in with ease! Woo hoo!
