Is there no way to stop the user from saving the form until the required fields have been filled ?

I tried to use "preSave" in the form's xml code. I still couldn't stop the user from saving the form.

if anyone been been successful or knows how to achieve this task, please share ....

No, but you might be able to provide an indictaion that the form is not complete.
