How I can validate a numeric field so a user will be able to enter only 9 digits?
is it possible In case user enters more or less than 9 digits a message to come up to warn them for wrong input!

Look on the Object tab for the field. There is a Patterns button. Use this to set the edit and validate patterns. And on the validation tab set the validate message.
