Why won't you stay STILL?! - Text fields misbehaving

I am trying to be good and make sure that my form is accessible by labelling all fields, providing tool tips where necessary and ensuring that the hierarchy reflects the order laid out on screen.

I have a hidden subform that is visible when the appropriate drop down box is chosen.

This subform is position content. Some of the field alignment is a little wonky so I tried to move a field up using the layout option and by clicking and dragging the field to the appropriate place.

This resized a number of surrounding fields. Moving one field then made some of the others shift to the left.

Trying to reorder the heirarchy also had the same effect despite the fact that I have happily amended the hierarchy of other position content subforms within the form with no adverse effects whatsoever.

Any ideas as to why this is happening and how I can stop it?

The browser may be the problem. do you set your page as to how to open?
I also use adobe reader as the way to open my test files as it will give me a better view as to how the user will view the page. i also try viewing in mozilla as well as ie.

It gets worse. As part of accessibility guidelines the hierarchy should reflect the flow of the document.

When I move subforms around in the hierarchy (position content) they stay in place on the page (as they should) but the dimensions and X/Y co-ordinates change!

For added hilarity I've tried to reposition a subform in the hierarchy and its ben dumped at the top of the page over an existing form. I can't move the wretched thing because everytime I click on it to move it it just selects a field WITHIN the subform.

I am distinctly unimpressed.
