Acrobat 9 Preference Setting - Internet Speed

Can someone please explain what this setting does? From personal experience, I have not seen any noticable change not matter what it is set to, yet I have a platform manager who is insistent that it be changed from the default to LAN, although he is not sure what it actually does either.

In addition to the browser, it's also used by the multimedia plug-in.
