You don't have appearance settings in Acrobat to change the colors of the UI. You can optimize views for text rendering and monitor displays in the Page Display Preferences, but you won't find much there to change the contrast between the toolbars and Toolbar Well.
You monitor brightness is your best place to start. By default the contrast is sharp on monitors with appriapriate brightness adjustments. You might try fiddling with your brightness controls.
