Another option might be to convert the PDF to a format which is supported, like Word Document, and then create a PPT from that file. I won't expect great results, though.

But they wanted it to be editable. Images are not very editable...

Not with Acrobat. There are third-party apps which claim to do it (Google for "PDF to PPT") but we can't comment on their accuracy or provide direct links.
Bear in mind that even if your PDF is tagged for accessibility, it cannot contain the information required to completely recreate the original PPT file - things like which elements are part of a master page aren't retained.
