Basic cut and paste

I have 8 standard. For some reason, I cannot always use the tool that allows me to mark and area and then paste it elsewhere. I keep trying to "repair" and that sometimes works and sometimes doesn't. How can I make this happen? Many thanks. Also, I am not a techo geek, so please explain as to a lay person.
