Blue question mark in viewing Web pdf

Hi all, not sure if this is the correct place to post this.
 
My boss is having this problem:
When trying to view a web pdf, one when clicked opens another browswer tab to be viewed, not opening in Adobe Reader or Adobe Pro, she sometimes gets a big blue question mark with Adobe Acrobat on above it.
 
It doesn't happen all the time. And it will happen at a variety of websites. Seems to be with the browser view.
 
She has Adobe reader 9, and Adobe Pro 9 on the computer. We are on Windows 7.
 
When you click on the question mark, that doesn't do anything.
 
I can't figure it out. We have the same new laptop and I am not having that problem.
 
Any insight would be greatly appreciated. I expect to be hit over the head with a flying laptop soon.

Hi, here is one of the places she goes to:

It isn't letting me past the link and submitting....hummmm.

When at the web page you'd copy the URI present in the address bar. Paste that here.
Remember the "captcha" character entry may be required (at lower part of AUC page's screen after a "Submit".
.
Note that if it is an "internal" web site outsiders (us) will not have access.
