Bookmark Tree Export > Edit > Reimport. How?

Is it possible to export the entire Bookmark Tree to an XML or Text / Settings File where all the properties and settings of all the Bookmarks are visible?

After that Edit the properties as needed and then import it back to the PDF and replace all the old settings with the new ones.

Acrobat JavaScript doesn't have access to all of the properties of a bookmark, so I'm not sure it's worth exporting/importing. For example, you can't export the bookmark's action and if you want to set a new action, it has to be in the form of a JavaScript.
However, if you're mostly interested in the structure of the bookmarks tree, then yes, it's possible.

It's not cheap, but ArtsPDF Bookmaker (part of Aerialist) does what you want - http://www.artspdf.com

All I want to do is change the Zoom property of every bookmark in my PDF from Fit > Default or 100%. Is there an easy way to do that besides having to do every bookmark one at a time?

No. That's another property JavaScript can't access.
You will need a plugin or a third-party software for that.
