Can I export text boxes from an otherwise blank pdf into a tiff with transparent background? Or do I need more software?

If there is a way to do this it would help me solve a massive nightmare I'm having with layers! Any advice appreciated please!
 
Or alternatively can anyone suggest a free/cheap program where I can convert the exported tiff with white background into a tiff with transparent background? Surely I don't need to shell out for Photoshop just to perform this one function?

Does you TIFF file need to stay in this format or can you convert it to PDF?

You can't get a transparent background out of Acrobat when exporting to any image format. My best advice it to flatten the file then open it in Illustrator and then export to an image file.
