Can not save changes of a PDF file using Adobe Acrobat 6 STD

An employee does not have an option to "save" it is grayed out. When she rotates the pages of a PDF and clicks "save as" it appears to save; however when you close the file and reopen to look at it the rotation did not save.

What is causing this problem?

Sounds like security has been set in the PDF that disallows changes. Check under the File --> Properties menu under the Security tab to see what document restrictions are set.
