Acrobat Reader cannot, but the Acrobat Standard or Acrobat Pro can, if the documents in question are not protected with security, and you have permission.

Adobe sells Acrobat Standard and Pro. You can buy it directly from Adobe or from countless resellers.

Regarding security, if the files in question are protected by standard security, it can be removed with Acrobat if you have the password(s). You would have to contact the document creator if you don't already know the password(s). You could get permission to change the documents at the same time.

Accrobat was not designed for editing. There is a text touchup tool but this is very limited in use.

Before purchasing the product, I would download the trial product and see if the text touchup tool can do what you want.

There are also 3rd party programs that can use scanners to read a printed document and convert it to many different formats including PDF or various word processing formats. One might be able to edit the WP documnent and then convert it to a PDF. Which would be better for larger editing jobs.
