Can't cut some text and paste in new text- why?

I'm just trying to cut a portion of a pdf and paste in a section from another pdf. Cut is grayed out. right clicking on the selected text offers a Replace Text, but I can only offer the replacement as a comment, not as the actual replacement.

In preferences/Security, every last thing is Allowed.

what's going on? Why can't I manage something so simple?

Hey, don't all ten of you rush in and tell me at once. For those who might need to know, it's called the "touch up text" tool in Acrobat 8, located in Tools-->Advanced editing. It has to be chosen before you can edit text. Duh, I guess, although I don't know why it has to be so hidden. And it has the memory of a peanut. Swell.
