Changing the default layer visibility

I just installed Acrobat 9 Standard after getting a Win7 x64 computer. My old computer had Acrobat 7.5 Pro. One of the features I need is the ability to change the default visibility of layers created by a PDF export from another program. When I view the layer properties in Acrobat, everything is dimmed out. Is the ability to interact with the layer properties a feature I can turn on somewhere?

It appears that you will need Acrobat 9 Professional or Professional Extended.

The layers seem to be preserved, whatever that means. I can see them. I can turn them on and off by clicking the eye. I just want to change the default visibility. I don't see that feature addressed in the matrix. My files are converted by the other program. It sets the order of the layers by the way I set that program up to export. Only the layers I set to visible on the export are shown in Acrobat.

While the link below is to a dated article, I believe the methods used to control visibility of OCGs have not changed in Acrobat 9

After reading that text I'm still not sure how to make the layers properties undimmed. Isn't there a toggle in a prefs file somewhere?
