Changing font size or color of texts using Text Box Tool/Callout Tool

Using Text Box Tool or Callout Tool icon or Add Sticky Note, I want to change font size or color of texts which are already created. Properties Bar is already selected on Toolbars.
But frequently, the bar is shaded/grayed out so I can not edit any text. It appears properly sometimes mostly for a newly created file only. But after that, I can not select icons to edit text. How can I make it appear all the time or manually appear when it does not?

Hi,
For Acrobat Pro 8 or 9:
Open your PDF.
Open the Properties bar (Ctrl+E).
Have the Hand tool selected.
Double click in the callout annotation.
The Property bar will change to indicate "Text Box Text Properties".
Configure as desired.

Similar actions for other annotations.
Note that "properties" available are not the same for all annotations that provide configuration options via the Properties Bar.

If this normative behavior is not exhibited it may be time for a "Repair".
