Copy/Pasting Content from PDF to PDF

I am trying to create a template that is designed to be populated by content that is created in Microsoft word (because of features like Flowing text automatic renumbering of individual notes,etc) converted to a PDF and then copied into the separate template form. Cannot find a solution. What am I missing?

The thing is, PDF is not a file format intended to support what are, effectively, word processing functionalities.
