Document Menu Options Grayed Out

When I try to removed pages from my pdf document created in Adobe 7.0 Professional (I have since upgraded to 8.1), I noticed that several Document Settings were "grayed out" as if I manually put the "No Editing" restriction on the doc. How can I remove this?
 
As per your advice I have inspected the "Document Restriction Summary" information and I am the author. Still no success in gaining access to gettings these items active. HELP???

In looking at the file, I see that it was created with the LiveCycle Designer.
Designer is a form-building application built into Acrobat (Windows only). It has much more robust capability than the form tools in Acrobat proper, but it creates a file that Acrobat cannot edit. If you were able to, you could easily break various dependancies inside the PDF that allow for dynamic fields that grow with content, or additional page items that can appear based on user input.
All is not lost, all you need to do is to open the file in the Designer tool and edit it there. Open the file in Acrobat Professional, Select Form: Edit Form in Designer.
