When I try to drag a page to reorder for a password-protected pdf document, it says "Pages extracted from a secure file will lose their security settings. Is it OK to continue?" Then, I clicked OK and draged the page, the same message keeps appearing.

Hi,
What you describe is indicative of a security setting that prevents Inserting, Deleting, or Rotating Pages, creating bookmarks or thumbnails. This option is only available for high (128‑bit RC4 or AES) encryption.
Removal of the password protection will let you reconfigure the PDF security settings. Otherwise you'll not be able to do what has been precluded by the file's originator security settings.
Perhaps you can have the originator provide you a file copy that is not secured?
