Enable Reader users to copy text from PDF?

I was wondering if there was any way to enable Reader users to use the text tool to highlight and copy text out of a PDF.

When I go to Advanced, and then Enable Rights for Reader Users it doesn't not include that function, but I was hoping there was another way.

The Reader is just able to copy text from PDF's.
You only need to mark the text, click right and select copy (or ctlr + c), that's it.
There are no additional rights needed for this action.

But, if the PDF is protected or the text has been converted to vector graphics, you can't copy the text.
