Enabling Comments in PDF

We are moving from Acrobat 7/8 Pro to 10; Current 7/8 Pro users can merge multiple Word Documents into a single PDF, set it to Reveiw and email to various 7/8 Reader user who can add comments etc.
 
Anyone with Acrobat Std/Pro 10 is unable to send a PDF that has Commenting: "Not Allowed! but is Allowed in Reader 10.
 
Is there any way to allow Reader 7/8 users to comment on PDFs created in Std/Pro 10?

Reader Rights enabling is done by applying a special digital signature to the PDF. Every once in a while Adobe modifies this process (the sig and how it is applied), so it is best to always operate within the same version. However, I believe that Reader 8 should be able to add comments to a PDF enabled in 10. I know for a fact that it works the other way around. I'm not sure about 7. I think that was one of the change points, i.e., 7 -> 8.

It is much easier (cheaper) to update Reader than it is to update Professional.
