Can a document be enabled for any privileges in Adobe Reader in addition to the standard set of additional rights provided through the menu item "Advanced/Extend Features in Adobe Reader?"

There are usage rights that Acrobat cannot apply. You must use Adobe's LiveCycle Reader Extensions to apply these other usage rights. Some additional rights include file import, template spawning, data export, SOAP, and unencrypted 2D bar code generation.

I would guess Adobe provides a reference for LiveCycle Reader similar to the JavaScript API Reference. Can you tell me the name of such a source?

LiveCycle Reader ES has quite a lot of information associated with it.
Consequently, a search string of "adobe livecycle reader extensions" via the search engine of choice would, perhaps, provide greater efficacy of locating just what you want.
