Flatten Bates Numbers

I have used a variety of javascripts to successfully flatten stamps and annotations.

However, none of these seem to flatten Bates numbers applied using Adobe Acrobat.

What can I use to flatten the Bates numbers so that they cannot be altered or removed using the Acrobat Bates numbering process ?

Is there a setting for PDF Optimizer that will flatten Bates numbers ?

I know I can print to PDF, save as TIFF, print-then-scan, etc., but am looking for a solution that will not degrade the appearance of the file. Also, I don't favor using security settings because I don't want to over restrict the user's ability to access the file.

Thanks.

Rick Borstein has a blog titled Preventing Edits to Bates Numbers applied in Acrobat that explains how to do this.
