Is this a scanned PDF?

Make sure you're not viewing it in PDF/A mode (Edit - Preferences - Documents).

Maybe you could share the file, so others can have a look.

It happens with almost everything I print as a PDF. I don't think it is the document if it is happening to all of them. I can try though, how do I share the document?

What is your opacity set to on the Highlighter tool? If you open the Comments pane, do you see any entries?
Also, under the File > Properties menu under the Security tab does it say that commenting is allowed?

Highlighter opacity is at 100%, and there are no security restrictions. There is nothing in the comments pane either, doesn't acknowledge at all that I tried to hightlight anything.

Is it possible for you to create a different Windows login ID and see if the problem occurs again using this new ID? If so, it's likely and issue with your installation.
Also, feel free to send me the file using the email link below my picture.

I can't highlight either. The tool is there...the comment tool works...but the highlight tool does nothing when I drag it over the text. It is a scanned document..Adobe X

A scanned document must be OCR'd before you can highlight text.
