Using 9 Pro.

How can I duplicate some pages in a large pdf to a small new pdf.

Documents | Extract is grayed out and inoperable. Settings | Security indicates Extracting files is allowed.

How was the PDF created?

LiveCycle Desinger forms do not allow all Acrobat functionalithy of other PDFs.
