How come there isn't a Developer's Forum?

I have been looking around all the PDF forums I have been able to find.

I just discovered "Acrobat Users", and it seems really good. The one thing I would add to it is a forum specific to address the concerns of developers.

Another area I don't see around is a marketplace, like the one they have here:

I can see there is a list of AUC Experts. Are they available to be hired?

I am looking to hire somebody to write a barebones plugin.
